ADSGAF was formed in the year 1992, but it was registered as an organization in 1995 under the Tamil Nadu Societies Registration Act 1976. There are 5 units (branches) under the organization having a total of 340 members (2008-09). The managing committee consists of 5 representatives, each democratically elected from the 5 units and the Chief Executive of the organization -- a total of 26 members. The managing committee has a President, Vice-president, Secretary, Joint-secretary, Treasurer, and 20 Executive Members. The Chief Executive, ex-officio, has no voting rights. The term for the managing committee is three years.

The Chief Executive is responsible for the overall administration of the activities of the organization. He is assisted by a sufficient number of staff with diverse qualifications.
